I would inspect the supply voltage, at the lathe, under load. Any bad connection will cause a voltage drop. Another method of doing this may be to add an incandescent bulb into the circuit. See if it goes dim with the lathe under load. You would have to have a significant voltage drop to have the motor run as slow as indicated.
